Since 200, there has been a significant increase in violent incidents and criminal activity by individuals and groups whose motivation is formed around antigovernment sentiment and paranoia. The expression of antigovernment sentiment is not a crime. All Americans have the First Amendment right to voice discontent concerning government activities; it is a foundation of our basic freedom of speech under the U.S. Constitution. Law enforcement must keep in mind that all such activities do not involve individuals or organizations who are actually planning or involved in criminal activity.
