Since 200, there has been a significant increase in violent incidents and criminal activity by individuals and groups whose motivation is formed around antigovernment sentiment and paranoia. The expression of antigovernment sentiment is not a crime. All Americans have the First Amendment right to voice discontent concerning government activities; it is a foundation of our basic freedom of speech under the U.S. Constitution. Law enforcement must keep in mind that all such activities do not involve individuals or organizations who are actually planning or involved in criminal activity.

Todd Maxwell, a contractor with Booz Allen Hamilton working with BJA's Body-Worn Camera Team, interviews Oakland Police Department's Officer Burke to get a technology perspective on BWCs from an agency that uses on-site storage, but is considering cloud storage. Officer Burke was part of the BJA Expert Panel on Body Worn Cameras that helped form the BJA National Body-Worn Camera Toolkit.

Survey of several hundred law enforcement agencies in the United States to determine if they have written policies governing foot pursuits, whether they practice recommended foot-pursuit tactics, and whether training specific to foot pursuits is provided.
